More than half of the Chinese government expenditure is used in economy
development and society, culture and education. This proportion of indicates the
high emphasis China is placing in these two aspects of the country. China is the
country with the fastest GDP growth rate; this can be shown in the amount of
funds the government has injected in this area- unleashing the full potential
inherent in the country. As for education, China sees the importance of building
an educated workforce to compete on a global level. Furthermore, great
importance is placed in the health and medical aspects. By examining the
proportion of the expenditure, objectives of the Chinese government could be
clearly revealed.

Trends of Chinese government expenditure by function
From 1991 to 2006, there is a decline in the proportion of expenditure
in economy development from 56% to 27%. However, this decrease in this
aspect is being offset by the increase in expenditure spent on society,
culture, education and other administrative expenses. This can be seen
that besides economy development, greater emphasis has placed on other
areas as well for a whole rounded development of the country. There is a
slight decrease in the proportion of expenditure spent on national
defense from 10% in 1985 to 7% in 2006.
